FACT: The General Accounting Office has lifted a week-old ban imposed on IBM’s ability to win any new federal contracts (or work on new task orders for existing contracts).  But, according to ComputerWorld, “IBM still faces an investigation by the EPA as well as a federal grand jury probe over a bid for a contract at the agency in 2006.” The ban had been imposed because of significant problems in the process surrounding the $84 million Environmental Protection Agency contract, which the company lost last year. 

ANALYSIS: Now that the ban has been lifted, I am glad to relay the news — not only because I blogged about it when imposed but also because I admire IBM and its work for government. But the circumstances made me think about my own current set of relationships with former colleagues in the federal government.

According to the AP’s account of the agreement struck with IBM leading to the ban’s lifting, which I read in Enterprise Security Today, “Several IBM employees allegedly obtained protected information from an EPA employee, ‘which IBM officials knew was improperly acquired, and used the information during its negotiations to improve its chance of winning a contract,’ according to the agreement. Such an act violated federal procedures… IBM has placed five individuals on administrative leave pending its own internal investigation and any federal probe.”

I don’t have more to say about the issue per se, other than riffing on that human aspect of the affair to make a personal comment about my own experience since leaving the federal government’s payroll last December….

A Roadmap for Innovation – from Center or the Edge?

Fact:   In marking its five-year anniversary earlier this month, the Department of Homeland Security released a fact sheet touting the department’s accomplishments in that time, including “establish[ing] the Computer Emergency Readiness Team (US-CERT) to provide a 24-hour watch, warning, and response operations center, which in 2007 issued over 200 actionable alerts on cyber security vulnerabilities or incidents. US-CERT developed the EINSTEIN intrusion detection program, which collects, analyzes, and shares computer security information across the federal civilian government. EINSTEIN is currently deployed at 15 federal agencies, including DHS, and plans are in place to expand the program to all federal departments and agencies.”

Analysis:  I’m not going to write, in this post at least, about US-CERT and EINSTEIN in particular. I will point out that some writers have been skeptical of “Big DHS” progress on cyber security up to now, and the anniversary was an occasion for much cynical commentary. 

cnet-news.jpgCharles Cooper in his popular Coop’s Corner blog on CNet wrote that “when it comes to network security, DHS appears to be more of a wet noodle than even its sharpest critics assumed… Talk with security consultants and former government officials involved with DHS and you come away wondering what these folks do all day.”

The Future of Enterprise Computing – and Social Computing

I wrote the other day about how highly ranked the University of Virginia’s undergrad business school is (a close second in BusinessWeek’s annual ranking), and mentioned that one reason is the creative research and programs they sponsor.

In fact, thanks to UVA’s McIntire School of Commerce, I enjoyed a great day recently exploring some of my favorite topics with leading experts.  I was an invited speaker at their one-day conference on The Future of Enterprise Computing on March 14th, presented by McIntire’s Center for the Management of Information Technology (CMIT).  It was a fascinating day….

Puncturing Circles of Bureaucracy

In my airplane reading this week was the February issue of Defense Systems magazine, with an interesting article on the Department of Defense’s “Rapid Reaction Technology Office,”  or RRTO.

(Also in my reading stack was a hilariously disturbing article in WIRED about the merry pranksters of Second Life, but it has nothing to do with my topic right now.)

RRTO is facing great challenges inherent in trying to innovate DoD practices, and I’d argue some of the problem is evident right there in its title: there’s rarely anything truly “rapid” about a reactive approach to technology innovation.

After I joined DIA in 2003, leading that agency’s efforts at “innovation” in information technologies, I began to structure my thoughts about the impediments to change and improvement.

Massive Data Centers, Right in your Cellphone

I try to keep my cellphone on “vibrate” during meetings; no one needs to know my taste in ringtones. But more importantly, I keep it on so that I can use the browser and web search ability, which I wind up doing almost as often as I check my email.

Yesterday was a good example of the utility of ever-handy web search. My group and I had brought together an international group of government officials to visit Microsoft Research’s annual TechFest.  Tuesday was the “Public Day” with the media and outsiders allowed, so we spent that day at the Microsoft Convention Center with Craig Mundie, Rick Rashid, and a hundred others, but Wednesday morning we offered a series of side briefings for the group at Microsoft’s Executive Briefing Center, on topics of interest to large government and defense agencies.  Topic one was data centers.

Manferdelli Had a Salad, I Had Meatloaf

I had a very pleasant lunch today in Reston with John Manferdelli, one of the engineering legends with whom I’m privileged to work at Microsoft.  (Check out this list, kind of my own corporate “bucket list” of people to meet and listen to).

John arrived in DC a couple of days ago; unlike mere mortals, he decided to spend a weekend day off visiting the University of Maryland Engineering  Library in the Math Building, and told me he’d found a fascinating book on random numbers….

New Report on Homeland Security’s S&T Directorate

Fact: “The Directorate of Science and Technology is the primary organization for research and development (R&D) in the Department of Homeland Security. With a budget of $830.3 million in FY2008, it conducts R&D in several laboratories of its own [and] funds R&D conducted by industry, the Department of Energy national laboratories, other government agencies, and universities.”

Analysis: The quote above comes from my hot-off-the-press copy of the new Congressional Research Service report (a pdf version here) on the Department of Homeland Security’s Science and Technology Directorate. Bottom line: CRS notes that “Congress and others have been highly critical of the directorate’s performance. Although recent management changes have somewhat muted this criticism, fundamental issues remain.” 

By the way, you’ll get a special bonus for reading to the end of this post, derived from an obscure footnote in the report.

The report is being reported in short-hand in the Beltway technology media, as criticizing DHS S&T for not being receptive to industry.  “DHS Directorate Elusive, CRS Report States,” is the headline in Federal Computer Week. The sister pub WashingtonTechnology has the same story with a different head: “CRS: DHS Directorate Lacks Collaborative Spirit.”  And yes, the report does detail the poor job DHS does at providing an open door to new ideas and technologies from the private sector.

But there’s a lot more in the report and it deserves more thoughtful reading & reporting, as it goes into some detail into the difficulties in bringing powerful and effective new technical and scientific approaches to bear for homeland defense and the war on terror.

Using Web 2.0 in a top-secret environment

Network World magazine has just posted a podcast interview which I recorded with editor Paul Desmond about a month ago, just after speaking at their “IT Roadmap” conference in December. The interview topic is “Using Web 2.0 tech in a top secret world,” and we discuss the DIA and Intelligence Community experience with social networks, wikis, and blogs.  We also discuss cloud computing, enterprise IT, SOA, IARPA, and the challenges of deploying secure software. Representative quote: “Intelligence analysts are much like ‘knowledge workers’ on Wall Street or in the media, they know what’s going on on the Internet, they know what they want, they know what they need, and it’s in the IT side’s interest to try and service them.”

At the end Paul was gracious enough to ask about my new role with Microsoft’s Institute for Advanced Technology in Governments. If your daily life has a 17-minute hole which you need to fill, then dim the lights, crank up the speakers, and mellow out to the Quiet Storm (I was using my NPR voice)….

A-Space: Top-secret social networking

Fact: As reported in InformationWeek recently, “In December, the DNI will launch A-Space, a portal that will eventually include everything from wikis, blogs, and social networking; built using SOA.”

Analysis: Our team at DIA got assigned by the Director of National Intelligence (DNI) to design and build A-Space, a brand new social-networking environment for the full intelligence community – “the MySpace for spies.” We’re talking a very high-walled Walled Garden.

I had to devote (not to say divert) some of our most talented people leading the all-important Alien program to this new effort, which really only began in September. Phase I of A-Space must go live by the end of the year; Phase II (with more advanced Web 2.0 capabilities) just a few months later.

VC-like Beauty Contests for Government

Fact: In Mumbai, according to a Wall Street Journal/Hindustan Times Livemint report, “Thirty start-ups have made it to the business plan showcase at TiE-ISB Connect 2007, which closed submissions on 30 September. The annual networking event for entrepreneurs organized by The Indus Entrepreneurs (TiE) along with the Indian School of Business, Hyderabad, will be held from 14-16 November. TiE received close to 400 entries this year….”

Analysis: The Bubble Redux has brought with it a resurgence in business-plan competitions, typically with a panel of venture capitalists as judges. Now along comes YouBeTheVC.com, launched by Mark Modzelewski of Bang Ventures in Cambridge, Mass, who says the competition combines “venture capital and ‘American Idol’ with a little bit of wisdom of the crowd thrown in.” And, believe it or not, he’s got Curt Schilling (yes, of the Red Sox) as a judge – along with web-based voters.

That idea may only surface new contenders for Henry Blodget’s “Bonehead VC Pitch of the Month,” but I’m considering starting a new competition, a beauty-contest to find the best business-plan beauty-contests.
